The purpose of the law is to prevent infectious or parasitic diseases of animals, diseases to insect pests and weeds dangerous to plants, and other harmful organisms from spreading into or out of the country, protecting the production of agriculture, forestry, animal husbandry and fishery as well as human health, and promoting the development of foreign economic relations and trade.

This law pertains to the inspection of import and export commodities countrywide – through quarantine bureaus and their branches established by the AQSIQ at the provinces, autonomous regions, and municipalities directly under the Central Government, as well as at the ports, and the distribution centers.

The Law relates to the collection of import or export duties on all goods permitted by the People’s Republic of China to be imported into or exported out of the Customs territory and all inward articles.

The Law relates to exercising control over means of transport, goods, travellers’ luggage, postal items and other articles entering or leaving the territory, collect Customs duties and other taxes and fees, prevent and combat smuggling, compile Customs statistics and handle other Customs operations.
