Regional Investment Framework 2023-2025
The Greater Mekong Subregion (GMS) Regional Investment Framework 2023–2025 (RIF 2025) is a three-year rolling pipeline of near-term priority projects which align with the strategies, goals, and thematic priorities set in the GMS Economic Cooperation Program Strategic Framework 2030 (GMS 2030). This new RIF incorporates new project criteria and has been prepared through an extensive consultative process. RIF 2025 was endorsed at the 25th Ministerial Conference in Luang Prabang, Lao People’s Democratic Republic on 8 December 2022. The RIF 2025 comprises 111 projects with a total estimated value of $11.7 billion.
As the GMS program entered its third decade of cooperation, the GMS Leaders endorsed and adopted the GMS-2030 at the 7th GMS Summit. In their Joint Statement, the GMS Leaders mandated the GMS Ministers and Senior Officials to develop a realistic and implementable pipeline of projects that support the strategic and operational priorities of GMS-2030. Furthermore, GMS-2030 commits that the GMS regional pipeline will be revised to raise the standard for project inclusion to increase its appeal to development partners and the private sector. Projects-based development remains a comparative advantage of the GMS program and having a concrete pipeline of priority projects will provide opportunities for attracting co-financing.
