A new chapter: the GMS 2030 Strategic Framework for Accelerating Climate Action and Environmental Sustainability
Since its inception in 2006, the GMS Environment Program has been integral in supporting the GMS countries in advancing environmental protection and sustainable development through policy development, strategic planning, and climate-related investments. With three phases spanning 18 years, the program has continuously evolved, adjusting to the dynamic landscape of environmental priorities of the GMS countries. Now, as we’re nearing the close of the current Phase III of the program, it’s time to look beyond 2025 into the next chapter.
The new GMS 2030 Strategic Framework for Accelerating Climate Action and Environmental Sustainability, endorsed by ministry representatives during EMM-6, will function as the guiding document for the next phase of the GMS Environment Program.
The new strategic framework prioritizes regional actions to meet national and international commitments to climate resilience, GHG mitigation, biodiversity conservation, and environmental sustainability. Key to SF2030 is a multi-dimensional approach ingrained in policy alignment, regional cooperation, and sustainable development initiatives, emphasizing community engagement. The cornerstones of the new framework are four interconnected thematic areas: (i) enhancing climate and disaster resilience for communities and ecosystems; (ii) supporting a just and inclusive low-carbon transition; (iii) fostering a circular green economy and strengthening pollution control measures; and (iv) deploying nature-based solutions for promoting biodiversity, ecosystem restoration, and improved livelihoods. These thematic areas are supported by four cross-cutting issues: (i) youth, gender, and social inclusion, (ii) green and digital technologies, (iii) innovative financing mechanisms, (iv) private sector engagement.
The strategic framework has been developed through a series of 11 national consultations in each GMS country, and a final regional consultation with key stakeholders including representatives of GMS governments, development partners, private sector, civil society organizations and academia.
The new strategic framework will be published in early 2025.
