GMS Regional Health Cooperation Strategy 2024-2030

The GMS Health Cooperation Strategy 2024-2030 builds upon the previous 2019-2023 strategy and two decades of development partner support, including the Asian Development Bank. This strategy prioritizes regional health cooperation as part of the GMS Economic Cooperation Program Strategic Framework 2030 (GMS 2030), focusing on addressing shared health issues and cross-border challenges. The COVID-19 pandemic has underscored the importance of investing in health systems and preparing for health security risks, including those related to climate change and extreme weather events. The strategy was developed through a participatory stakeholder process and aligns with key regional and global health policies, including the WHO's Asia Pacific Health Security Action Framework and ADB's Climate Change Action Plan.
The strategy concentrates on health issues that are regional in nature and require collective action, promoting cooperation, strengthening health systems, and improving health outcomes across the GMS. It is structured around two strategic pillars: regional health security and health system strengthening towards Universal Health Coverage (UHC). The GMS Health Cooperation Strategy 2024-2030 aims to guide programming, foster innovation, increase engagement with key stakeholders, and mobilize new project financing over the next seven years. By addressing regulatory and policy challenges, supporting regional public goods, and mitigating ongoing threats linked to health security and climate change, the strategy seeks to resolve regional health challenges and gaps, ultimately contributing to a stronger, more unified regional approach to respond to future health crises.
