It is mainly a strategic document providing a common framework for GMS cooperation in the transport sector.</p> <p>Cooperation in the transport sector has been at the core of the GMS Economic Cooperation Program since its inception in 1992. The program, which was launched in 2006 and administered by the Asian Development Bank (ADB), is embarking on its third phase. It has already helped lift over 30,000 people from poverty in the rural areas in the subregion.</p> <p>“CEP has been instrumental in building trust and understanding between GMS countries for environmental efforts, and we will work further to strengthen the subregion’s cooperation in addressing environmental challenges together,” said Gen. Surasak Karnjanarat, Thailand’s Minister of Environment and Natural Resources. “The meeting provided us an opportunity to take stock of our progress and achievements, share knowledge, and discuss trends, directions, and emerging issues in the environment sector.”</p> <p>Apart from the $540 million worth of investments focused on land-use management, waste management, pollution control, and climate-proofing of rural infrastructure, the 5-year strategy will also pave the way for a new project preparation facility, which will help GMS countries fill investment gaps for green growth, mainly through project preparation and financing. A green technology platform will also be established to act as a marketplace to connect technology providers with adopters, focusing on technology for waste management, renewable energy, fuel efficiency, climate resilience, and disaster risk management, among others.</p> <p>The CEP has raised over $100 million in additional financing, including $98 million for biodiversity and conservation, created 2.6 million hectares of biodiversity corridors in 7 transboundary landscapes, and trained more than 19,000 stakeholders in over 500 training and knowledge events.</p> <p>“Since 2006, CEP has strengthened its position as the foremost environment initiative in the GMS,” said Ramesh Subramaniam, Director General of ADB’s Southeast Asia Department. “We will carry forward the key actions determined throughout this meeting to help achieve inclusive and sustainable development in the GMS.”</p> <p>The event included a 2-day forum on green growth, titled <em>Inclusive Green Growth: Investing for a Sustainable Future</em>, which focused on policy dialogues and events on green technologies, green energy, sustainable infrastructure, climate resilience, and natural resources investments. The roundtable discussion focused on defining an operational regional investment framework and available financing solutions to innovatively address migrant health care challenges and support national and regional universal health coverage. This was a follow-up on the previous Roundtable Discussion on Financing Health Care Access for Migrants in the GMS held in Bangkok on 15 August 2018.</p> <p>The participants of this roundtable discussion were government officials from the Ministry of Finance, Ministry of Health, and Ministry of Labor of Cambodia, Lao PDR, Myanmar, and Thailand; representatives of development partners and civil society organizations; and ADB staff and consultants.</p> <div class="panel-group" id="accordion" style="margin-left:2px;width:98%;"> <div class="panel panel-default"> <div class="panel-heading"> <h2><a class="accordion-toggle" data-parent="#accordion" href="#background" data-toggle="collapse">Background</a></h2> </div> <div class="panel-collapse collapse" id="background"> <div class="panel-body"> <br /><p dir="ltr">The ADB convened in Bangkok, Thailand, on 15 August 2018 (Roundtable 1) and tabled the concept of a regional migrant health care project. Based on government feedback, it was agreed to follow up on financing solutions to innovatively address migrant health care challenges to support national and regional universal health coverage. Underpinning these issues, is a requirement to strengthen the supply and demand of health care services and access for migrants. In doing so, border connectivity, economic outputs and cross border health will also be strengthened. </p> <p>The key issues noted from Round table 1 were: (1) documenting the “undocumented” including data, monitoring and evaluation challenges (2) health service delivery that is culturally sensitive; and (3) effective policies and regulations to support regional harmonization of migrant health. Roundtable 1 concluded with the green light for ADB to explore the design of a regional migrant financing mechanism to increase uptake of health services, strengthen health supply, increase border economic development and integrate health-based border connectivity. The conclusions of Roundtable 1 align with the 2007 ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (the “Cebu Declaration"). In 2017, ASEAN leaders again signed and re-affirmed their commitment for migrant worker protection and support, through the ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers.</p> </div> </div> </div> <div class="panel panel-default"> <div class="panel-heading"> <h2><a class="accordion-toggle" data-parent="#accordion" href="#pstatement" data-toggle="collapse">Problem Statement</a></h2> </div> <div class="panel-collapse collapse" id="pstatement"> <div class="panel-body"> <br /><p dir="ltr">Labour migration in the Mekong subregion presents a large challenge, particularly for migrant-receiving countries such as Thailand. There are three key aspects to the problem statement:</p> <ol><li dir="ltr"> <p dir="ltr">Migrant numbers are growing: there are many undocumented workers crossing borders with Thailand receiving a lions-share of migrant workers. Proposed ASEAN economic belts and integration will increase connectivity placing additional pressure on currently underdeveloped health care systems. Furthermore, there is a need to conduct analysis to assess the actual migrant numbers including their contribution to economy and their impact on health systems. </p> </li> <li dir="ltr"> <p dir="ltr">Migrant contribution to border economy is significant: Migrant labour contributed an estimated 6.2% of US$189.3 billion Thai GDP in 2005 alone; with forecasts growing steadily since 2006. Migrant labour constitutes 5% of total labour in Thailand, including 7-10% of the industrial sector and 4-5% of the agricultural sectors. As noted above, there is a need to fully understand the impact of migrants to border economy, including areas of strengthening to not only improve trade and connectivity, but support migrants’ access to social services and health.</p> </li> <li dir="ltr"> <p dir="ltr">Governments have requested support to address regional migrant health challenges: Myanmar, Laos PDR, Cambodia and Thailand have made significant commitments to invest in UHC and develop national systems. Building on this, there is an urgent need to develop a regional framework that can support both supply and demand factors of migrant health. It is a consolidation and expansion of the earlier <a href="https://greatermekong.org/greater-mekong-subregion-regional-investment-framework-2013-2022">Regional Investment Framework 2013–2022</a> and the <a href="https://greatermekong.org/greater-mekong-subregion-mid-term-review-and-revised-regional-investment-framework-implementation">Revised Regional Investment Framework Implementation Plan 2014–2020</a>. It continues to operationalize the strategic thrusts and priorities of the GMS Program under the <a href="https://greatermekong.org/greater-mekong-subregion-strategic-framework-2012-2022">GMS Strategic Framework 2012–2022</a> and the <a href="https://greatermekong.org/ha-noi-action-plan-2018-2022">Hanoi Action Plan 2018–2022</a>, which reviewed and refined these strategies.</p> <p>The Regional Investment Framework 2022 (RIF 2022) was endorsed at the 22nd Ministerial Conference in Ha Noi, Viet Nam on 20 September 2017. It was <a href="https://greatermekong.org/sites/default/files/RIF2022_ProgressReportOverview_online.pdf">adopted during the 6th GMS Summit of Leaders</a> on 31 March 2018 in Ha Noi. The GMS leaders directed officials of the GMS Program to ensure that the Regional Investment Framework is monitored and updated regularly.</p> <p>The <a href="https://www.greatermekong.org/sites/default/files/1_RIF_2022_First_Progress_Report_and_Update_Overview_web_3Apr2019.pdf#overlay-context=gms-regional-investment-framework-2022">RIF 2022: First Progress Report and Update</a> (2018) was endorsed by the GMS Senior Officials' Meeting in December 2018 and received ad referendum approval by the GMS Ministers in April 2019.
