Project Description

The objective of the TA is to assist the Government with the preparation of a Project suitable for ADB financing. The TA will emphasize on social dimensions in order to assess the contribution of improved transportation in reducing poverty and improving the living conditions of deprived population in the project area. The TA will identify a road development program for county, township and village roads serving disadvantaged and remote areas in the project area. Also, the TA will help in identifying and formulating the project policy agenda and the organizational development that will improve expressway operation and management, and ensure full cost recovery and sustained financial viability.
