Project Description

The TA will play an important role in helping the Subregional Technical Assistance (STF) to address major transport-related cross-border issues, in order to maintain the momentum of cooperation in the GMS, further the development of transport in the GMS, implement conventions to allow the freer flow of goods and people, and reinforce the subregional consultative process. Specifically, the objectives of the TA are to (i) identify and assess priority transport-related cross-border issues; (ii) assess the viability of existing international conventions or agreements as possible "solutions" or "responses" to the priority issues; (iii) identify and assess issues that are not address by existing convention or agreement. The focus of the TA will be on the issues related to land transport, particularly road transport, as most of the highest priority transport infrastrature projects in the subregion are in the road sector. Also, it is the constraints at land border-crossings that the GMS governments believe should be addressed most urgently. The TA will be comprised of two parts: a study and a seminar. The study will be conducted first , to identify the issues and prepare alternative regulatory and legal approaches to their solution. It will provide the basis for a detailed discussion of cross-border issues, to be held during the follow-on seminar. The seminar will bring together an average of six senior representatives from each of the GMS countries. Findings of the study will be presented, outlining existing cross-border regulations and identifying restrictions that impede cross-border traffice. International conventions on transport facilitation will also be presented and discussed in detail as they pertain to the issues, constraints, and possible approaches identified by the study. Adoption and/or modification of the conventions will be considere for the GMS with the objective of how best to improve the flow of cross-border traffic, so as to promote economic efficiency and integration. It is expected that the delegates will further review the findings of the study and the conclusions of the seminar in their home countries, so as to formulate positions on the various issues for subsequent consideration by the STF. Conclusions reached by the STF on actions to be undertaken will be recommended to ministers of the GMS governments for implementation.
