Project Description
The Greater Mekong Subregion (GMS) Hanoi-Lang Song (HNLS) and Ben Luc-Long Thanh (BLLT) Expressways Technical Assistance (TA) Project is to provide assistance to the Government of Viet Nam and Viet Nam Expressways Corporation (VEC) in implementing preconstruction activities of the GMS Hanoi-Lang Son and the Ben Luc-Long Thanh expressway projects, including (i) development of detailed designs of the expressways and their associated facilities; (ii) update of resettlement plans, ethnic minority development plans (EMDPs) or ethnic minority specific actions (EMSAs), and environmental impact assessments (EIAs) and environmental management plans (EMPs); (iii) preparation of bidding documents for civil works and assistance during the procurement of contracts; and (iv) assistance with implementation of land acquisition and resettlement for the three expressway projects.

- Travel time and costs reduced by at least 50% for Ha Noi-Nanning and Ha Long-Nanning, and 80% for east-west traffic in the southern Ho Chi Minh City area.
- Border crossing time reduced at Huu Nghi-Youyiguan for cargo by 90% and goods by 50%; and at Mong Cai-Dongxing for cargo and goods by 50%.
- Traffic accidents reduced by 20% on the Ha Noi-Lang Son route and by 80% on the Ha Long-Mong Cai route.
- By 2016, cross-border trade and tourism between Viet Nam and Guangxi Zhuang Autonomous Region increased by at least 50%.
