Project Description
The 2004-2006 regional strategy for the Greater Mekong Subregion (GMS) recommended change of focus from connectivity of the region into an integrated approach to economic development. Modern energy services were considered critical for economic development and improve quality of life of the people of the region. Regional technical assistance was designed to prepare a regional strategy for developing an integrated energy market among the GMS countries to meet their rising energy needs. Four reasons were identified to develop such a regional energy strategy: (i) numerous opportunities were possible to expand supply options beyond national boundaries within GMS; (ii) individual national markets were sometimes too small to justify large-scale investments needed to achieve economic efficiency; (iii) diversifying sources of energy supply in the region through cross-border facilities was considered vital for energy security; and (iv) the energy sector has environmental implications beyond national borders that need to be integrated in energy planning to achieve sustainable development for the entire region.
