Project Description
The six countries of the Greater Mekong Subregion have been working together since 1992 under the GMS Program of Economic Cooperation to pursue their common goal to attain long-term sustainable growth for the subregion. In the course of the first decade, several changes (e.g., accelerated pace of liberalization in the GMS, increased strategic role of regional cooperation, increased openness and proactive stakeholders- participation in development interventions) occurred both in the GMS Program-s institutional framework and mechanisms. Based on decisions of the 9th GMS Ministerial Meeting held in January 2000, ADB conducted a review of the GMS institutional framework to assess its strengths, weaknesses, and gaps, and to recommend required improvements and strengthening measures. The institutional review report recognized the basic weakness of national institutions involved in the GMS Program and recommended that these institutions be strengthened, that the GMS countries be given a greater role in managing and coordinating the Program, and that the role and function of the GMS national coordinators be more clearly defined. The report was endorsed by the GMS Senior Officials- Meeting in September 2001 and approved by the 10th Ministerial Conference in November 2001. In response to a request from the GMS countries for ADB-s assistance to build national capacities to enable them to cope with expanded roles and responsibilities in managing and coordinating the GMS Program, RETA 6017 was approved on 21 December 2001 with funding under JSF for $500,000 and contributions in kind (staff time and use of government facilities) from the GMS countries.
