Project Description
The rapid economic growth of the People's Republic of China (PRC) particularly in the last decade and its consequent high transport demand are straining the country's transport system. Despite the Government's efforts to increase the country's transport capacity, serious constraints and bottlenecks remain, especially in the road sector. The Government addresses road sector problems through the 20-year development plan (1991-2010) for the 35,000 kilometer (km) National Trunk Highway System. The Yunnan Expressway Project (the Project) is part of the system. The Yunnan Provincial Communications Department (YPCD) carried out a feasibility study for the Project, and in November 1993, the Asian Development Bank (ADB) approved a project preparatory technical assistance (TA) to update and refine the feasibility study, including the environmental impact assessment and resettlement plan. ADB approved a loan of $150 million for the Project from its ordinary capital resources on 29 September 1994. The Loan Agreement was signed on 22 February 1995 and the loan declared effective on 18 May 1995.
