The Greater Mekong Subregion (GMS) Regional Grid Code is a key regulatory instrument required to support the pursuit of the GMS energy sector's policy objectives. These objectives are set out in the Inter-Governmental Agreement on Regional Power Trade in the GMS signed on 3 November 2002.

Cambodia, Lao PDR, and Viet Nam (CLV) Leaders expressed their firm commitment to strengthen the CLV Development Triangle Area (DTA) in order to accelerate economic growth, alleviate poverty, and promote socio-cultural progress in the subregion. At the 11th CLV Summit held online on 9 December, they adopted a Joint Declaration that provides a foundation for the subregion’s socio-economic development plan until 2030 and the Tourism Development Plan. The General Office of the People's Government of Guangxi Zhuang Autonomous Region in the People's Republic of China released a “Three Year Action Plan for Guangxi to Accelerate the Development of Xianghai Economy and Promote the Construction of a Strong Ocean Region (2020-2022)” on 29 September. The Action Plan proposes the (i) development of large-scale, intensive, and sustainable offshore wind power resources, and (ii) construction of an offshore wind industrial value chain, with offshore wind industry clusters and industrial parks.
